Cabinet Proposals Empty Cabinet Proposals

I have a question for you. When you submit a cabinet proposal for voting, it says you only need a majority and it will pass. However, even with a more than two-thirds vote, two or three of my cabinet proposals have been shut down by one or two people abstaining, or one abstaining and one voting no. Do you have any idea why?

Well on one of them (with the seat numbers as they are now) only Knesset Yeshua voted no, and Right Wing Opposition abstained.
